Boris Johnson has made a pitch to be Prime Minister of a new ‘great’ Britain outside the EU after a devastated David Cameron announced his resignation.

Mr Johnson started to set out his vision for a revitalised, outward looking country in a speech just hours after his long-time rival tearfully declared that he would stand aside in the wake of the referendum Brexit vote.

But it immediately became clear that whoever is in Downing Street will face a struggle to hold the UK together – as SNP leader Nicola Sturgeon warned it was now ‘highly likely’ that a second ballot on independence will be held north of the border.

The developments came after the Leave campaign stacked up 52 per cent of the votes – despite massive support for Remain in Scotland and major cities including London.

The Bank of England governor Mark Carney has attempted to reassure panicking markets this morning after the Pound nose-dived to its lowest level against the US dollar for 31 years, and the FTSE slumped by 8 per cent.

Flanked by wife Samantha in Downing Street, Mr Cameron said he had been ‘proud’ to serve as PM for the past six years.

But he said it would not be right for him to be the ‘captain of the ship’ while the UK negotiated its exit from the EU.

After his speech, Mr Cameron travelled to Buckingham Palace to discuss the results with the Queen.

The bombshell announcement came after possibly the most dramatic night Britain has experienced in peacetime. Among the biggest developments are:

  • Leave ended up the clear winner in the EU referendum by 52 per cent to 48 per cent, after Remain’s strong performance in Scotland and big cities such as London failed to offset huge Brexit votes in England and Wales.
  • The news sent the Pound plunging against the US dollar, losing around 20 cents to hit its lowest level since 1985. The FTSE was also down as much as 8 per cent in morning trading.
  • Standard & Poor’s have also warned that Britain’s AAA credit rating looks ‘untenable’ in the wake of the Brexit vote.
  • The Bank of England has moved to reassure investors that it will take ‘all necessary steps’ to stabilise the economy.
  • Scottish first minister Nicola Sturgeon said it was now ‘highly likely’ that a second independence referendum will be held, potentially within months.
  • European Council president Donald Tusk expressed sorrow at Britain’s verdict but insisted: ‘What doesn’t kill you only makes you stronger.’
  • German Chancellor Angela Merkel expressed ‘deep regret’ that the UK had chosen to leave, while French president Francois Hollande said negotiations over terms should start as quickly as possible.
  • Tony Blair said the decision would have ‘vast’ political and economic consequences for the UK and all sides had to be ‘grown up’.
  • Conservative Party chairman Andrew Feldman joined his close friend Mr Cameron in declaring he will stand down

Mr Johnson, who was booed and called a ‘tw*t’ by protesters as he left his home in central London this morning, started off his statement at the Vote Leave HQ in central London by paying tribute to his ‘extraordinary’ Tory colleague Mr Cameron.

The former London mayor stopped short of confirming that he would stand to succeed the PM – but made a pitch for people to help him forge a better future.

He also sought to soothe fears over the financial market panic that has greeted the historic result, stressing that nothing would change in the short term.

    I think it’s too early to rejoice. Cameron has resigned, which means everything is postponed with 3 months at least. The referendum itself is not law biding so they can choose to ignore it. The EU can ignore it too.
    On the other hand …
    TPTB could have rigged the vote but they didn’t. With the postal votes it could have been done quite easy. Why didn’t they? Scotland voted to Remain. Northern Ireland too. Irish and Scottish nationalists have already called for a break-up from the union.

    This result will give Trump a boost and he’s likely to win in November. Le Pen in France is over the moon too. The Swedes have declared “If you leave, we’ll follow”.           Older, more experienced people with things to lose showed up en masse to vote Leave. Younger people failed to show in significant numbers, having nothing earned to lose, and voted to Remain. That’s also not surprising.
          Most polls near the vote seemed to have Brexit by 57%. If there was any voter suppression, it most likely came from the Establishment, which is Remain. Coupled with the Remain MP’s death, I think it’s a good hashing out of why the final vote was 52-48.

      1. Funny thing is, the Brits are actually getting more real financial security by leaving the EU. The London stock market went down quite a bit less after the vote than any other European market — even Japan got hit way worse.
        Also when your currency goes down, that’s a good thing for increasing exports and reducing imports — other countries can buy your goods cheaper, and people at home switch to domestic brands because imports cost more. That’s part of what the Germans have been getting out of the eurozone, a currency that’s depressed relative to the deutschmark by the weak PIIGS’ economies. Germany’s exports would be much less without the weak Euro.

    Other countries now will demand a referendum of their own, and considering the problems with Europe as we speak, there’s a pretty good chance they’ll all be leaving.

        1. Race is not a social construct, but “whiteness” most certainly is. It wasn’t long ago (in the States at least) that the Irish, Italians, and Slavs were not considered “white.”

        2. I like to take politics out of it entirely.
          The human race is homo sapiens sapiens. There are “breeds” within that race, just as there are in every species. Horses, dogs, cattle, etc. These are what people currently, and incorrectly, call “race”. A more accurate term might be ethnicity, but I’ll stick with “breeds” for the time being to keep it apolitical.
          Do that and the ability of the Left to scream “raycisssss!” at you kind of ceases to have any power. When looked at as breeds we can do the same thing we do with every other animal on the planet that has been subdivided from its original species, that is, note that each breed has strengths and weaknesses in comparison to the other breeds. Nothing bad about that, nothing political, just common sense. I wouldn’t use a Golden Retriever to try and send down tiny burrows to kill rodents, it’s simply way too big to do so, and I would never send a Chihuahua out to fetch ducks off the water, for obvious reasons, that simply it doesn’t have the strength or size to do so.

          Now Greeks’ best move is probably to send the best of their army to Germany disguised as Syrians and commence guerilla warfare while collecting welfare. They’ve got a lot of payback due for the Nazi occupation of Greece and the looting of the Greek central bank by gunpoint “loans” that the Germans never paid back.

The Greek disaster highlights the inherent flaw with the EU: you can’t economically tie that many diverse countries together.     All the fuss and bother about Brexit largely ignores its non-binding status – parliament, not voters deciding if Britain stays or leaves the EU, the latter extremely unlikely.
    Writing in the Financial Times, British lawyer David Allen Green explained Brexit voting is “advisory,” not “mandatory.” Parliament has final say.
    MPs can legally disregard the public’s will either way, they alone empowered to decide the path Britain chooses.
    What happens ahead is “a matter of politics not law. It will come down to what is politically expedient and practicable,” said Green.
    Various options exist, including supporting Thursday’s outcome, ignoring it, or “re-negotiating another deal and put(ting) that to another referendum” – repeating the process “until voters eventually vote the ‘right’ way,” what’s best for monied interests, not them.
    Invoking Article 50 of the Lisbon Treaty is another matter entirely, legally binding, unlike Thursday’s vote. It states as follows:
    “1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.
    2. A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union.
    That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament.
    3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.
    4. For the purposes of paragraphs 2 and 3, the member of the European Council or of the Council representing the withdrawing Member State shall not participate in the discussions of the European Council or Council or in decisions concerning it.
    A qualified majority shall be defined in accordance with Article 238(3)(b) of the Treaty on the Functioning of the European Union.
    5. If a State which has withdrawn from the Union asks to rejoin, its request shall be subject to the procedure referred to in Article 49.”
    Green highlighted key points. Member states can choose how to vote on withdrawal – by referendum, parliament or other means.
    The withdrawal process begins with formal notification. Once “given, the member state and the EU are stuck with it.”
    Member states wishing to withdraw have up to two years maximum to complete the process “unless this period is extended by unanimous agreement.”
    Once withdrawal intentions are announced and initiated, there’s no going back. At the same time, what’s “created by international agreement can be undone” the same way.
    Brussels could “come up with some muddling fudge which holds off the two year deadline,” or a new treaty amendment could be adopted.
    Politics alone will drive what happens ahead, not the will of the people. Britain is no more democratic than America – nor are any other EU countries.
    Special interests decide things. Whatever they want they get. However voting turns out, government policy “is to remain in the EU,” said Green.
    Leaving would require Prime Minister David Cameron invoking Article 50, unlikely given his vocal opposition to Brexit.

        Even Juncker himself said the best times of The EU are behind us, so the British chose to have freedom rather than the controlled slow downfall of the EU.

          B. You’re correct that no one can predict the outcome of this, hence why I said “potential”. The panicky markets will come to pass, but the long term consequences MAY be dire. Britain will no longer have unfettered access to the European market. It’s highly unlikely the EU will be in a forgiving mood when drafting any free trade agreements. They will wish to make an example of the UK. Even non EU countries without the storied past (Norway for example) must abide by EU regulations/pay $ in order to trade with EU members. Moreover, some of the areas which actually receive net profit in terms of EU funding were the biggest proponents of leaving: that’s short sighted. Britain pays more into the EU than it takes out, but the funding isn’t uniformly distributed. Let’s see how happy the British taxpayer is when they receive the bill for Wales.
          C. The average person may not care about political ramifications, but when the division on such a contentious issue is roughly 50/50, well that can make the average Joe’s day pretty damn unpleasant.

        5. So to sum it up you have no argument? Other than the tentative “someone may be mean to us at the negotiating table” which of course is not an argument.

There’s also the EU funded areas of Britain which now fall on the British taxpayer and the fact that the country is thoroughly divided on this issue. When the bills come in they are likely to become even more divisive. I fully agree the EU has significant flaws, most notably their handling of the refugee crisis, but I think it’s a little early to be celebrating this “victory”.

          Britain is or was a net payer in the EU, so whatever money was used for that would suffice and exceed any local needs.         11. Well personally I don’t trust any politicians, anywhere, to responsibly spend public money, so on that point EU/no EU: it’s a push. Call me cynical I suppose. My argument remains as it always has: this may or may not work out well for the Brits. This is unprecedented and none of us can accurately predict the outcome. But, whether it works out or not, this is not a smooth sailing situation moving forward. It appears to me that while the EU most certainly has flaws, the decision to leave may have been reactionary and not terribly well thought out, especially given the age demographic who wanted this. It seems counterintuitive to me to even risk political turmoil at an age when you depend heavily on the state. Right wing fear mongering is no less dangerous than left wing hysteria. I wish the Brits well in their decision, but hope cooler heads prevail, on both sides, in the coming months.

        Most of the Brits who moved here for lifestyle tend to be older Brits closer to retirement. Not a whole lot but noticeably more in recent years and I tend to run into them in smaller communities. As for the ones who come over for work, they’re plumbers and electricians and others who can’t get jobs because so many Polish workers are flooding the U.K. market.
        One guy I know personally, has a lot of younger brother back home with his family and it worries him to no end what will become of them because of the lack of prospects. They’re not rich and from his perspective, moving up seems to be difficult these days. I’ve also known guys who went off and joined the army or royal marines simply because they were 17 and needed a roof over there head and something to eat. Going to university was the last thing on their minds, and the military was there only option. Are they legit?
        In terms of work, I’ve been all over the place. One of the things that helped finance my schooling were the decent paying, albeit still low wage, service jobs that I worked in my early 20’s. Put myself through a tech qualification and a degree and with no debt.
        From what I gather, you dont have that as much in the U.K. So if they are coming here to enjoy what I’ve benefited from, well I think that is ‘legit’ enough.
